Sometime in Israel's religious history, some people began to teach that the sin of sodom was sexual immorality, very probably the conservative priests/religious teachers that were so allergic to anything sexual. Later on, it became traditional to equate the word sodom with sexual immorality. And the use of the word in Jude is based on that usage that was common at the time of writing.
